Vaga – Cash and Market Systems Specialist Mozambique Pemba

Background:

The Cash & Market Systems Specialist position holder is responsible for leading the design, development and implementation of programmes using market based approach, including cash and voucher assistance (CVA). The post holder will support the institutionalization of market-based approaches in Mozambique, within Rapid Response Mechanism Consortium (RRM-Mozambique). The RRM Consortium, despite the challenging cash policy context, has a high ambition level in promoting ethical, effective, efficient, and large-scale market-based programming, either separately (through a ‘basic needs’ approach, e.g. multipurpose cash) or as a modality to achieve sectoral outcomes (e.g. market-based approaches for Shelter, etc ).  As such, the position holder is required to lead technical negotiations with the government and influence policy.

 

The position holder will provide technical leadership on Cash and Voucher assistance and where applicable, Market Systems programming, within and between Core Competencies (CCs) in new business development and program design as well as technical support for implementation, monitoring, and closeout.

 

What you will do:

General Responsibilities:

 

  1. Identify trends, technical standards and donor priorities in view of Cash and Markets
  2. Ensure cash and market systems is embedded in RRM consortium responses.
  3. Provide technical directions to field teams and support in the implementation of projects applying Cash and Voucher modality in line with proposals, strategies, and donor requirements
  4. Ensure capacity building of project staff and transfer key skills.
  5. Participate in country-level business development activities to secure resources for programs, influence stakeholders, and create an enabling environment for success
  6. Develop guidelines, SOPs, training materials, and indicators for the integration of cash and market systems across RRM Responses.
  7. Engage with local and national authorities, stakeholders, support technical negotiations with government and represent the RRM Consortium in relevant forums related to Cash and Market systems.
  8. Promote the rights of IDPs and conflict-affected populations in line with CO advocacy strategy
  9. Comply with and adhere to NRC policies, guidance and procedures

 

Specific responsibilities :

  • Identifying Rand using appropriate technology and tools/approaches, and carrying out periodic appraisals of cash-based programs.
  • Ensure cash-based intervention procedures, standards and operational guidelines are followed and updated in accordance with NRC policies, in collaboration with RRM partners
  • Support the RRM Consortium in identifying gaps in terms of capacity to deliver programs using CVA modality on time and at scale; as well as supporti.ng the activities to be undertaken to increase the capacity
  • Build capacity of program field teams to use CVA as a modality and market systems as a foundation to their program design and implementation
  • Support logistics and program colleagues planning, conducting certain types of market analysis.
  • Given the restrictions in use of Cash in Mozambique, promote and strengthen voucher modality, including digital voucher, in CVA interventions
  • Oversee reconciliation with the finance department after project implementation
  • Oversee large-scale multipurpose voucher/e-voucher programme development and operations across NRC Mozambique, to help displacement- and conflict-affected families meet their basic needs and where possible achieve financial inclusion.
  • Support critical interactions and decision-making with key actors/suppliers in application of CVA modality
  • Support relevant teams (finance, logistic) in managing relationships with financial service providers, mobile network operators, and relevant private sector, to deliver efficient and large-scale CVA operations
  • Ensure documentation of lessons learned, success stories and programme impact of applying CVA as a modality and, where applicable, MS programing
  • Establish and maintain effective monitoring mechanisms to ensure systematic data collection and reporting. Work with MEAL and Area Managers to develop an effective system for addressing community feedback and complaints related to CVA programs.
  • Represent the Consortium at strategic levels, participating in CVA related policy discussions coordinating with National Institute for Disaster Risk Management and Reduction (INGD)
  • Contribute to market systems-specific inputs relevant for the Country Strategy and Response Plans.

 

What you will bring:

Generic professional competencies: 

  • Relevant university degree 
  • Minimum 4 years of field experience in cash and market-based programming with a focus on CVA from a senior level project implementation position in a humanitarian/recovery context 
  • Technical expertise in cash and voucher assistance and intervention in emergency response and protracted Crisis
  • Knowledge and skills in market analysis, cash and voucher-based interventions and market-based 
  • programmes 
  • Experience in multi-stakeholder engagement, building value propositions, in negotiations with government stakeholders influencing policy 
  • Experience from working in complex and volatile contexts 
  • Documented results related to the position’s responsibilities 
  • Knowledge about own leadership skills/profile 
  • Fluency in English, Portuguese, both written and verbal 

 

Context/ Specific skills, knowledge and experience: 

  • Understanding and experience of the specific demands of CVA and market-based programming in Mozambique and other similar context is required
  • Competent in building networks, strong problem-solving skills, and ability to influence stakeholders with effective listening, persuasion, negotiation, and other techniques.
  • Experience in working in Emergency Response in Mozambique and/or similar contexts
